ACTIVE POSITIONS
PROGRAM MANAGER - GSA STARS III
LOCATION: NATIONAL CAPITAL REGION (DC,MD,VA)
TSC is looking for a Proposal Manager who will be responsible for managing the Task Order Request workflow emerging from a GSA 8(a) STARS III Contract Award. The selected candidate will co-ordinate, write and produce proposal responses, which may require the assemblance of proposal teams comprised of staff from other partners, or in house resources, best suited for producing a winning proposal. Responsibilities may include the introduction and implementation of proposal procedures and governance that will complement existing processes. This is a highly networked role that requires the ability to work under pressure and meet challenging deadlines.

Experience
The ideal candidate will have proven win record in writing and completing GSA STARS II competitions,

as well as demonstrated ability in planning, producing, and delivering compliant proposals within a complex business environment. The Proposal Manager will be experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings / final document review, coordinating proposal governance / sign off, document production, and delivery of the completed proposal.

Core Responsibilities
  • Understanding of the GSA STARS competitive environment.
  • Knowledge of participating 8(a) companies and ability to create winning teams.
  • Responsible for leading proposals cradle to grave alongside our Management and Business Development teams.
  • Apply creative writing skills to complete RFIs and RFPs with accuracy, completeness and timeliness, in order to give the best opportunity to win business.
  • Delivery of compliant, professionally produced proposals within TOR defined time frames.
  • Coordinate and review / edit proposal input from a variety of stakeholders, typically involving
    contributions from sales, marketing, product teams, finance, commercial, legal and delivery.
  • In depth knowledge of federal and state minority programs.
  • Communicate and influence at a senior level.
  • Proposal automation software (or similar) experience.
  • Document template management in line with company branding.
  • Strong time management / prioritization skills.
  • Strong written English language skills.

Reporting Line
The Proposal Manager will be reporting to the CEO of Science Technology Corporation, the senior member of the Joint Venture. The CEO may relegate reporting to other members of the organization, subject to proposal and work load dependencies.
Measure of Success
The measures of success include win rate, capture rate, content quality, revenue, margin, proposals submitted and achievement of internal OLAs.

Qualifications
Past performance success rate for 8(a) STARS, strong references, and academic background, excellent written and oral communications, as well as advanced MS Word / PowerPoint skills & proficiency in MS Office / Desktop Publishing,
5 years of experience in Federal Acquisition
3-5 years of experience as an 8(a) STARS Proposal Writer/Manager


Work location:  Washington DC

SENIOR NETWORK ENGINEER
Job Location: NORTHERN VIRGINIA
  • Senior Network Engineer
    In search of a Sr. Network Engineer to join a dynamic team of network and unified communications engineers for an on-site position in Northern VA.  No remote work, parking provided. Flexible work hours normal business hours, Mon-Fri.  No shift work but may be on-call when established on the team.

    This team provides planning, design, configuration, and deployment, and tier 3-4 troubleshooting support for our DOD customer. As a Sr. Network Engineer, you will bring your experience and expertise to propel the team to success and will be a pivotal member of a team that drives work forward within the program. The work is hands-on and requires an engineer who can work with limited guidance, and you will provide technical guidance to junior engineers. You will support the creation and review of network designs and conduct hardware evaluations in a lab and with vendors. An excellent candidate will not shy away from writing a test plan or reading through a vendor’s technical documents to solve a problem and write a resolution report.

    Daily tasks include:
    •  Create/modify network drawings, author system engineering documents and plans
    •   Support design, test, and pre-deployment readiness reviews
    •   Provide team with recommendations on modern engineering approaches and strategies to improve successful task order deployments
    •  Develops, implements, and manages network engineering processes including configuration management and design standards to ensure contract compliance, technological relevancy, and sustainability
    •  Performs capacity planning of the network by monitoring and analyzing network performance and availability
    •  Proactively researches and evaluates tools and technologies, as appropriate, to the network environment, while developing solutions to increase performance and lower the total cost of ownership
    •  Flexible with scheduled support of occasional ASI/outages after hours and on weekends

    Required Qualifications
    •  Bachelor’s Degree in computer engineering, Electrical Engineering, Computer Science, or other related engineering degree and a minimum of 8+ years of related professional experience; 14+ years may be substituted in lieu of a degree
    •  Experience with the design, implementation, and support of network infrastructure solutions for routing and switching of complex networks
    •  Experience implementing and troubleshooting WAN topologies leveraging ethernet, T-Carrier, and Optical Carrier circuits
    •  Experience and understanding of networking fundamentals such as network protocols and common services (e.g., DNS, FTP, SSH, SNMP)
    •  Implementation and troubleshooting experience of networks using concepts/protocols such as BGP, OSPF, MPLS, VPNs, and emerging concepts such as Software Defined Networking.
    •  CCNP Enterprise (formerly Certified Network Professional (CCNP)
    •  Cisco Certified Network Associate (CCNA)
    •  IAT Level 3 Certification: (Examples include: SP+ CE, CCNP Security, CISA, CISSP, GCED, GCIH, and CCSP)
    •  Prior experience supporting a Government and/or Department of Defense customer
    •  Must have a current TS/SCI security clearance and the ability to maintain the clearance; US citizenship Required.

    Desired Qualifications:
    •  Experience engineering, deploying, and troubleshooting voice and video collaboration systems such as the CUCM, UCS platform, Cisco Meeting Server (CMS), Telepresence Management System (TMS), legacy video conferencing hardware, Multi-controller Units, and Voice Gateways
    •  COMSEC and mobile Travel pack experience, highly desirable

NETWORK ENGINEER (2 POSITIONS)
LOCATION: NATIONAL CAPITAL REGION (DC,MD,VA)
  • ​​A minimum Cisco CCNA Route/Switch Certification or Higher.
  • Have and maintain a Comptia Security+ Certification at start of work. 
  • 3+ years enterprise network experience
  • Responsible for maintaining networks in a LAN/WAN environment and day-to-day operations of enterprise-level hardware and data communications by minimizing system downtime and maximizing system performance.
  • Maintains network security and data protection through monitoring of devices, software authenticity and firewall protection.
  • Maintains communications system requirements including WAN, Internet and Private connections to all sites.  Interface with  vendors. 
  • Personnel shall be capable of handling COMSEC equipment and shall sign the periodic COMSEC briefing provided by Company security.
  • Personnel shall be Microsoft Windows literate for performing some duties. 
  • Personnel shall update the ticketing system in a timely manner, including calling into the Network Operation Center for on-site arrive and off-site departure.
Work location:   Arlington/Alexandria
Hours:  Mon- Friday- normal 9 hrs, non-shift hours.
                   Every other week Fri off for 3 days weekend!
Clearance:  Required
