Thu Stubbs
​CEO and Owner

Ms. Thu Stubbs has over 30 years of experience in the Information Technology (I.T.) industry, starting as an Army Captain in Communications Electronics supporting US/NATO nuclear missions for the Pershing Missiles.

She transitioned her I.T. experience to Corporate America and has worked with computer manufacturers, defense systems integrators, and major I.T. product resellers. Her expertise is business development, designing and managing sales teams in support of federal government, state, and local agencies, and commercial accounts. She provided I.T. products, maintenance, professional services, and training on many Federal IDIQ, GWAC, and best-in-class contracts.

She is a strong advocate of quality management and completed her Master's in Business Administration thesis on customer satisfaction. Ms. Stubbs' goal is to offer turnkey solutions that focus on improving efficiency and reducing costs to solve an agency's I.T. challenges.

Jim Terwilliger
VP of Operations

Jim has been in the Federal IT space for more than 30 years, providing support and solutions, from IT Consulting to Sales and Business Development. Jim's main focus has been on the Civilian side of the government, including the FAA, the Interior, the Federal Reserve, the FDIC, the HHS, the Justice, the Treasury, the Labor, the Education, and the DHS. His vast experience has spanned enterprise systems and data management, software development, nationwide implementations of systems and networks, project management, professional services, training, and contracts. He has formally held positions at IBM, TIBCO, BMC Software, Platinum Technology, NCR, Software AG, Litton PRC, and AT&T Computer Systems.​

In addition to Vice President of Operations, Jim also provides Program Management, Proposal and Contracts Support, HR Support, SharePoint and Global MS 365 Admin, CMMC Support, and ISO Champion.

Dwayne Thomas, CPA
Finance Manager

Dwayne is a Certified Public Accountant (CPA) with over 14 years of accounting experience, including 11 years in government contracting, supporting contracts for agencies such as NIH, DoD, DHS, DOT, EPA, and many PHAs. His primary areas of focus are General Ledger Activity, financial analysis, policy, and procedure improvements, creating budgets/forecasting, tracking actual and budget cost, cost allocation, revenue recognition, and contract administration. Some other areas of experience include payroll, Accounts Receivable, Accounts Payable, Fringe Benefits, and Taxes. 

Dwayne provides TSC with Payroll, Accounts Receivable/Payable, Benefits, Taxes, and other accounting support.
